Ordinances and Codes are used as a System of Rules, created and enforced by Government, to regulate and ensure individuals and/or organizations adhere to Laws.
This system of rules and codes, as laws, are enforced locally in addition to state law and federal law. In states, legislative bodies at the local village level develops and adopts ordinances and codes to govern the public to protect public health, safety, and general welfare.
